Melgund Recreation, Arts and Culture serves as a community recreation services provider supporting the Local Services Board of Melgund and the communities of Dyment and Borups Corners in Melgund Township, Northwestern Ontario. Through recreation programming, arts and culture initiatives, community events, placemaking projects, volunteer engagement, park and greenspace enhancement, heritage programming, and community development activities, the organization helps strengthen quality of life for residents while supporting vibrant, connected rural communities. Working in partnership with local organizations, volunteers, artists, and community leaders, Melgund Recreation, Arts and Culture contributes to the development of accessible recreation opportunities, cultural experiences, community celebrations, public spaces, and tourism initiatives that benefit residents and visitors throughout Melgund Township and Northwestern Ontario.

The Local Services Board of Melgund met on Monday, December 15, 2025 at 7:00 p.m. at the Dyment Community Hall.

Present:
Pat Daignault (Chair), Karen Daignault, Jason Holyrod, Sean Merritt, Terri Bell, Jamie Bell, Norm Eady

  1. Call to Order
    The meeting was called to order at 7:15 p.m. by Chairperson Pat Daignault.
  2. Approval of Previous Minutes
    With no errors or omissions noted, a motion to approve the minutes of the Monday, November 17, 2025 meeting was moved by Pat and seconded by Sean.
    Carried.
  3. Correspondence
    • Email from NWMO announcing the location of the Centre of Expertise
    • Ontario Trillium Foundation (OTF) grant deadline reminder
    • Alterna Savings regulatory requirement form received; to be submitted to update changes
  4. Business Arising from the Minutes
    • Local Service Board message boards still require modifications to prevent freezing shut; locks also need to be installed.
    • Community Potluck Christmas Supper scheduled for Saturday, December 20, 2025 at 5:00 p.m.
    • Games Night was well attended. The next Games Night will be held Wednesday, January 7, 2026 from 4:00 p.m. to 7:00 p.m.
  5. New Business
    • GoDaddy: Discussion held regarding renewal. It was decided to switch to a different hosting plan to reduce costs while maintaining current services. Jamie Bell was asked to set up the new GoDaddy plan.
    • Recreation: General discussion on recreation programming. The board discussed forming a recreation committee and issuing an open call to encourage community interest and participation. The Ontario Seniors Grant program was also discussed.
    • Insurance: Moved by Pat, seconded by Sean, to add the Province as a co-insurer on the insurance policy as required for funding. Carried.
    • Insurance Review: The board will review the existing insurance policy in January 2026. Quotes have been requested from security firms for intrusion alarms, smoke alarms, CO₂ monitors, water sensors, and third-party monitoring.
    • Ontario Seniors Grant: Moved by Norm, seconded by Pat, to authorize Jamie Bell to complete and submit the Ontario Seniors Grant application on behalf of the LSB. The grant is due this coming Friday. Carried.
    • Credit Card: The board discussed applying for a credit card for LSB use. Alterna Savings will be contacted for more information.
    • Visa Application: Moved by Norm, seconded by Pat Daignault, that the LSB Secretary apply for a Visa through Alterna Savings in the amount of $2,000.00. Terri Bell, Secretary-Treasurer, will be the cardholder. Approved.
  6. Treasurer’s Report
    The Treasurer’s Report for November 2025 was presented.
    Moved by Norm and seconded by Sean to accept the report as presented.
    Carried.
  7. Upcoming Events
    • Community Potluck Christmas Dinner and Gift Exchange: Saturday, December 20, 2025 at 5:00 p.m.
    • Next Games Night: Wednesday, January 7, 2026 from 4:00 p.m. to 7:00 p.m. (Appetizer Night)
  8. Next Meeting
    The next LSB meeting will be held Monday, January 19, 2026 at 7:00 p.m. at the hall.
  9. Adjournment
    Moved by Pat, seconded by Sean, that the meeting be adjourned at 8:30 p.m.
    Carried.

Melgund Recreation, Arts and Culture is a community-based organization operating in Northwestern Ontario that works in direct coordination with the Local Services Board of Melgund to plan, deliver, and sustain recreation programming and public space activation across Dyment, Borups Corners, and the surrounding area. The organization supports the day-to-day function and long-term use of shared community facilities, including the Dyment Recreation Hall and its surrounding grounds, by organizing events, maintaining active programming schedules, and mobilizing volunteers to ensure these spaces remain accessible and in regular use. Its work includes the development of seasonal recreation programs, community events, arts and cultural initiatives, and hands-on projects such as park improvements, gardening, and site activation. By aligning programming with local capacity and available infrastructure, Melgund Recreation, Arts and Culture provides practical support to the Local Services Board, helping meet recreation service expectations while strengthening community participation. The result is a consistent, locally driven approach to recreation in a rural Northwestern Ontario setting, where residents are directly involved in shaping, maintaining, and using the spaces and programs that serve them.
