Meeting Minutes
Wednesday, February 18, 2026 – 7:00 p.m.
Location: Dyment Hall

Present: Karen Daignault, Pat Daignault, Jason Holyrod, Norm Eady, Jamie Bell, Terri Bell, Tom Wagar, Karen Wagar, Arny Wagar, Sean Merritt

The meeting was called to order at 7:01 p.m. by Chairperson Pat Daignault.

Approval of Minutes

The minutes of the January 19, 2026 meeting were accepted with no errors or omissions.
Moved by Sean Merritt, seconded by Pat Daignault. Carried.

Correspondence

OPTA: The Provincial Tax Report was due February 27, 2026 and has been filed.
NWMO: Funding in the amount of $3,500.00 has been received for 2026 recreation activities.
Standard Insurance (now Brokerlink): The 2026–2027 policy was received. Norm Eady will contact Shannon at Brokerlink to arrange a reassessment of the hall and outbuildings.

Business Arising from the Minutes

The Local Services Board message boards still require modifications. Sean Merritt will address this.
Games Night was well attended. The next Games Night will be Thursday, March 5, 2026 from 4:00–7:00 p.m. Hotdogs, smokies, and s’mores will be served.

New Business

By-Law 04-2026: To accept the contract from Kusnick Electric.
By-Law 05-2026: To accept the contract with Renew Construction.
By-Law 06-2026 (OPTA): To authorize the Ministry of Finance to collect taxes on behalf of the Local Services Board of Melgund administration using Methodology 3. A copy of the by-law will be sent to Joanne Laing at the Ministry of Finance (OPTA).

Board members were encouraged to visit the new dymentcommunity.com website. Appreciation was extended to Jamie Bell and all contributors for their work on the site and ongoing improvements.

The Recreation Committee has been re-established. The committee previously served the community until 2006 when the Local Services Board was created.

The Board welcomed the formation of a new non-profit organization in the community. The LSB will donate $1,000.00 as a Corporate Sponsor to assist with start-up costs. Moved by Pat Daignault, seconded by Sean Merritt. Carried.

Canada Day planning will begin shortly. The Recreation Committee will apply for NOHFC funding. A Silent Auction is again being organized.

The new credit cards have arrived.
The IAAC report due February 4, 2026 has been submitted.

Family Day was held on Sunday, February 15, 2026. Thanks were extended to all who pitched in and attended. The food, fellowship, and fireworks were greatly appreciated. Thanks to Sara and Sean for the music during Open Mic.

The yearly Recreation Funding Request was submitted and $3,500.00 has been received from NWMO.

The cork message board and white board with paper pad have been set up for hall use.

The new BBQ needs to be assembled. Pat has volunteered to put it together.

Due to weather and storms in Southern Ontario, NWMO was unable to complete their presentation. Chantelle will attempt to reschedule for the next meeting on Monday, March 16, 2026.

Norm will purchase paper towels and dispensers for the hall.

The pool table requires re-leveling as the slate has shifted. Pat will investigate available service providers.

Some board members still require Food Handler Certification.

Recreation Committee Update

  • Jamie and Karen provided a brief report.
  • Open Mic will be held the third Saturday of each month from 1:00–4:00 p.m.
  • Beginning March 2, the hall will be open Mondays and Wednesdays from 1:00–4:00 p.m. for tea, coffee, visits, and games.
  • A community breakfast will take place the last Saturday of each month from 10:00–11:00 a.m.
  • Games Night will be held the first Thursday of each month from 4:00–7:00 p.m.
  • A lighted OPEN sign has been purchased and will be displayed in the window facing Hogan Road.

Treasurer’s Report

The Treasurer’s Report for January 2026 was presented.
Moved by Pat Daignault, seconded by Sean Merritt to accept the report as presented. Carried.

Upcoming Events

Next Games Night: Thursday, March 5, 2026 from 4:00–7:00 p.m.
Next LSB Meeting: Monday, March 16, 2026 at 7:00 p.m. at the hall.
Non-Profit meetings follow the March 16 LSB meeting for anyone interested in learning more about community initiatives.
Recreation workshops and training sessions are held Saturday mornings at 10:00 a.m.

Moved by Sean Merritt, seconded by Norm Eady that the meeting be adjourned at 7:47 p.m. Carried.

The Melgund Integrated Nuclear Impact Assessment (MINIA) Project is dedicated to studying environmental, social, and cultural impacts at a local level. Public participation and comments to IAAC ensure that local voices are reflected alongside Indigenous, federal, and provincial input, contributing to responsible, long-term decision-making for the DGR.
