Attendance

Present were: Pat Daignault, Sean Merritt, Terri Bell, Nick Russell, Jason Holroyd, Bill Berle, Rick Bauer, Robert Evans, Cliff Pointer, Leanne Nicholson, Jamie Bell, Karen Daignault, Pat Petit, Sue Petit, Chantelle Gascon, Kiran Fahran, Justin Wallbott.

Norm Eady attended via phone.

Call to Order

The meeting was called to order at 7:00 p.m. by Chairperson Pat Daignault.

Delegation – NWMO Presentation

Guests from the Nuclear Waste Management Organization (NWMO) were introduced. Chantelle Gascon, along with Kiran Fahran (Project Engineer) and Justin Wallbott (Ignace Property – Real Estate), delivered a presentation outlining the proposed Centre of Expertise to be constructed in Ignace. Conceptual drawings and site layouts were shared and noted as not yet finalized.

An overview of the project timeline was provided, with an estimated start of Deep Geological Repository (DGR) construction in 2032. The project is expected to generate regional and international employment opportunities.

It was agreed that quarterly NWMO information sessions will be held in Dyment moving forward.

Approval of Previous Minutes

Robert Evans read the minutes from the Wednesday, October 8, 2025 meeting.

There were no errors or omissions noted.
Motion: Moved by Pat Daignault, seconded by Sean Merritt, that the minutes be accepted as presented.
Carried.

Correspondence

  • NWMO (Chantelle Gascon and two representatives) confirmed their attendance at the October 22, 2025 meeting to provide an overview from 7:00–7:45 p.m.
  • Standard Insurance advised they will be changing their name to Brokerlink.

Business Arising from the Minutes

  • BBQ Purchase: Terri purchased the BBQ from Home Hardware. Delivery is expected the following week.
  • Deck and Window Replacement: The contractor is completing another job and will install the pilings as soon as possible.
  • Insurance – Monitoring Devices: Norm reported that Shannon at Standard/Brokerlink will provide clarification once the transition to Brokerlink is complete.

New Business

  • Snow Plow Tender: The snow plow tender was opened. The contract will be extended to Karen Daignault at a rate of $275.00 per call-out, initiated by a Board member.
    • By-Law 08-2025: Moved by Norm, seconded by Sean, to enter into a contract with the successful bidder, Karen Daignault. A copy of valid insurance is required for the Board’s records.
  • The Interim Tax Roll was received.
  • Games Night: To begin on Wednesday, November 5, 2025, from 4:00–7:00 p.m.
  • The date for the Christmas Dinner will be set at the November meeting.
  • The Garbage Roster has been posted.
  • Hall Maintenance: The eavestroughs at the hall require inspection. Sean will check to see if cleaning is needed.

Secretary’s Notes

  • At the request of the Chairperson, all Board communications are to be in writing. The Secretary requests that email be used rather than text messages, as emails can be easily archived. Text messages must be manually captured and filed.
  • A planned power outage is scheduled for Friday, October 24, 2025, from 9:00 a.m. to noon.
  • Accounting Services: Willie Winter (Winter’s & Co.) advised there are two options this year: a full audit or a Review Engagement. The Secretary will drop off the year-end documentation on Monday.
  • Hydro Reading: The next Hydro One meter reading must be submitted between November 6–9, 2025. Sean will call it in.
  • Community Message Boards: Message boards are for LSB postings only. Requests to post must be approved by the Board, space permitting.
  • As meeting minutes are posted on the message boards and emailed to the mailing list, the Board has decided they will no longer be read aloud at meetings. Corrections will be addressed if necessary, followed by a motion to accept. Minutes and financial statements will continue to be available at meetings.
  • The Keurig coffee maker stopped working and will be replaced.

Treasurer’s Report

No Treasurer’s Report was presented, as it was provided at the October 8, 2025 meeting.

  • Games Night: Wednesday, November 5, 2025, from 4:00–7:00 p.m.
  • Budget Meeting: Saturday, November 8, 2025, at 10:00 a.m.
  • Next LSB Meeting: Monday, November 17, 2025, at 7:00 p.m. at the hall

Motion: Moved by Pat, seconded by Sean, that the meeting be adjourned at 8:50 p.m.
